Update 21 is HERE (finally)

Here is what is new:

~ ADDED: Tuning Options to /shop
~ ADDED: First part of Prop System
~ ADDED: NEW searching minigame /xanti
~ ADDED: NEW stealing minigame (Private_Miller NPC)
~ ADDED: /ramping and /rdist cmds
~ ADDED: Weapon Drop System (By Jeffry)
~ Fixed car spawn position bug
~ Fixed a bug that VIP's couldn't spawn VIP vehicles using /car
~ Fixed bugs where certain commands could be used in minigames
~ Fixed Spawn Colour Bugs (in PS Training also)
~ Updated Player Command List

and a few other bug and added extras
